The issue
House Bill 59(SB 192) would end the cruel practice of foreclosing on families’ homes due to unpaid water bills. This is a practice that disproportionately impacts working class Black families. Baltimore City doesn’t currently use this practice, but a number of proposed changes to HB 59(SB 192) could leave some state residents without this protection from foreclosure for water bills.
