The Issue
With the passage of the Second Look Act there will be more people who will be coming home from incarceration and the re-entry process should begin before they are released back into society. Additionally, having formerly incarcerated people work with folks from behind the walls is the most effective way to have them engaged in activities that will be productive for that person, their family and the community. Many of those who have been formerly incarcerated have been active in work to curb violence in Baltimore and around the state. The purpose of this legislation is to provide more access to grassroots, returning citizen led organizations to people behind the walls.
